I'm pretty sure they have that texture when they don't have a job.

All villagers spawn without a profession, then they pick profession based on available job site blocks.

Also, please report one issue per report. I'm not sure what the "flying" thing is about. If you make a new ticket for that, please add proper reproduction steps, screenshots or a video, and other useful information.
