Light glitches with torches

When placed torches give off normal light, but when the chunks have been unloaded and you return, the torches do not give off light anymore and mobs are able to spawn.(Torch.png) When block updated the torches affected by the update give off light again, those not affected by the block update dont (Torch2.png)
