[MC-14724] Slow-Breaking Sand

Bug:Slow-Breaking Sand
So I Was On My MC Server And I Used World-Edit To Make a beach, So I Used Some Cobwebs. some Cobwebs Went Under A Huge Stack of Sand, i Broke one Piece Of Sand And It Slowly Went Down And Destroyed Itself.

MC-2085 When Gravel or sand is falling on cobweb it is falling very slowly through the cobweb and then dropping, instead of dropping right away.

This is intended. Every entity is slowed down by cobwebs and falling sand / gravel drops as item like falling on a torch.
