Village mechanics are broken

Some villages mostly Plains Biome Villages spawn incomplete like 4 or 5 houses only and villagers are behaving weirdly like you can see in the picture that the farmer is so far away from his job site (composter). Shouldn't they stick around and not go too far from their job sites except during night when they have to sleep. Aren't they also supposed to claim a house to go sleep the night off or these mechanics haven't been implemented yet? I also found villagers so far away from their houses/job sites which should't happen.
