F3 pie chart displays on top of all menus

Mojira's not letting me upload an image for some reason.

By the way, the graph is displayed all the time above, in any screen, not only on the loading screen.

Note: for me it is "Shift+F3", not "Ctrl+F3"

Why no correction envisaged? It's a little bug easy and quick to fix!

A possible reason I could think of (though I don't know if that's the same reason as Mojang's for not fixing this) is that the pie chart being in the foreground on all screens helps with debugging screens that might be causing lag by themselves.
