[MC-148155] Pointer jumps to other point when moving mouse slowly in full screen

In this video I'm rotating mouse around and then moving it slowly which cause jump to different location.
It only happens in full screen and bug doesn't exist in 1.13.2.

I am also experiencing this issue both in fullscreen and in a maximized window, but I have not gotten this issue in a window of the default size
