[MC-148522] Banners do not wave in Pre-Release 3

Banners are still not waving in P-R3. Even if the issue was once closed, it seems that it reappeared.

Does it happen in a newly generated world as well?

If a new world is generated, the issue doesn't appear. But in worlds generated when the bug appeared then upgraded to P-R3, the issue is still there and not refreshing. But indeed, newly generated worlds do not have this problem.
