Create a village in the nether
Give the bad omen effect

/effect give @s minecraft:bad_omen

→ ❌ The raid is not started

I agree. Why is this marked as WAI? There is no reason to forbid raids in the Nether. This should 100% be reopened.

Well, the Illagers do have their "Fake End Portal" rooms hidden in the Woodland Mansions. Perhaps this is the reason they have the capability to raid the End, but not the Nether...
