In a recent snapshot, mobs were spawning on every flat surface available, including glass, leaves and top trapdoors. Most were fixed and things went back to normal. Except for trapdoors. Hostile mobs can still spawn on top trapdoors.

Thanks for testing this. This issue stems from the changes to transparent blocks in the 1.14 snapshot phase. Most were made solid, even glass. They could spawn and suffocate mobs. Glowstone and Sea Lanterns are indeed solid now. The changes were not accidental, they were intended. Jeb tweeted about it. Glass was reverted back when I and many other people voiced our disagreement. It appears it was the only reversion.
The whole point of this report is to show how the already limited spawn proofing options we had are now literally cut in half. I'm curious to hear the reasoning behind changing transparent blocks to solid. I've asked a few times before, but only faced silence. "It makes more sense" or "it's more coherent" have never been, and never will be, good answers. Mojang knows why we don't want the changes. We'd like to know why they want them so badly. Understanding helps accepting a lot more.
I don't think that changing core mechanics that we've had since forever is a very good idea. After playing for 8+ years, there are things we want to be able to count on, no matter what. When features/functionalities are removed, alternatives should be offered in return.

Personally, I think "Mobs don't spawn on top of light-sources" (no matter if they are solid blocks or not) would make perfect sense as a "rule".
I only noticed the glowstone-thing when i was testing my AFK-gold farm (its a design where you AFK on top of the nether and use spawning-platforms that are dug into the netherrack just below the roof) and suddenly had a lot of pigmen spawn on top of random glowstone-blocks around my farm (as everything else is non-spawnable).
And I totally agree with you on not changing certain core-mechanics. At least not if there isn't a really good reason for it (for example I'm kinda OK with the village-changes as they actually try to come up with something completely new).
Mobs will also still spawn on top of glowstone.
I did a quick test (in the final release-version of 1.14) and created a glowstone-platform in the nether and both zombie-pigmen and ghasts were still spawning on top of it.
Edit: Mobs also spawn on top of sea-lanterns.
