Can't add more level with enchantment book in the anvil.

Very Important, help!!!

This is my Problem :

I Add efficiency I to my diamond pickaxe [Efficiency IV] and it's equal to efficiency IV ,It's shouldn't happen.

Please help me!!! please... [I'm from Thailand and I do like this game]
