Extremely Inconsistent Chunk Loading and Flickering

I am playing in a Minecraft Realm, so I'm not sure if that affects anything. Everytime I try to go anywhere, I get slow, and weird chunk loading like the picture. It can fix quickly or last up to 10 seconds. This also comes with chunks already loaded flickering in and out of existence. I'm playing on Windows 10 and in the newest version of Minecraft.
