[MC-149519] Blocks burned by fire create a wool break/place sound effect

Flammable blocks such as Wood, leaves, ETC will create the block.wool.break sound when broken by fire. Seemingly instead of the block.fire.extinguish sound.

Environment

Windows 10.

1.14 Java Edition.

Default Resource Pack.
