Torches are not producing light

When I came back to my base through the Nether all the torches in about 6 chunks or so we're not producing any light. When I updated a block next to them they then worked normally. 

This stood apart from other lighting glitches I have seen because it actually affected the ground level light allowing mobs to spawn where they shouldn't normally be able to.
