Chunking after 1.14

Not sure if this is a bug or just server load however, in 1.13 I could zoom around the world in a boat and not have any loading (chunking) issues. After 1.14, there are a TON of issues where I can't go 30 blocks without stopping to wait for the world to load. It's really bringing down my experience. Is this known? are you doing anything to resolve this? 

See the attached of walking then stopped and loading vs boat moving then stopped and loaded. Never had things this bad in 1.13. Even with my laptop.
