Crossbow stuck & refusing to fire during raid

This is the first raid I've attempted. In the second wave, my crossbow stopped allowing me to charge it or fire. Saving and exiting the game does not fix it. Changing the game mode from Survival to Creative fixes it, but upon returning to Survival I am again unable to fire. I have multiple crossbows in my inventory and it affects all of them.
