summon tags not working

Cannot Reproduce

i tried to make a mob with summon command with no ai tag .yet it did not work .the mob moved and attacked other villagers

Please provide the exact command you used.

/summon minecraft:zombie ~ ~1 ~ {NoAI:1,Silent:1,Invulnerable:1}

That command works fine for me.
