[MC-150230] Repeating command blocks do not repeat.

When a command is put in a repeating command block, the command block never does something, regardless of if it is powered or not, and even always active doesn't work. Commands only work in impulse and chain command blocks.

All repeating command blocks are underground in the force loaded chunk in the village.

Changing all the command blocks first from "Always Active" to "Needs Redstone" and then back solves the issue. Duplicate of MC-86846.
