1.14 light bugs still happening

I was in a survival world on a server and I saw this happening :

It seems that mobs can spawn in those dark areas as well which is problematic.

I also noticed that they seem to appear when we travel from the nether to the overworld or when chunks are unloaded and reloaded in general.
