Hostile Mobs no Longer Spawn

I recently started a new world in 1.14 and monsters spawned normally. Then, after about an hour of playing normal I switched the difficultly to peaceful. 10 minuets later I switched to easy. Since then, no monsters have spawned. I tried all difficulty modes but still no monsters. Not even in caves.
