In order to plant a crop in minecraft, you must first HOE the dirt block. However, I have screenshots of crops being placed on dirt blocks that are not hoed.

What I expected to happen was...:

You are unable to plant crops on unhoed land. 

What actually happened was...:

Players are unable to plant crops on unhoed dirt blocks, but farmer villagers are able to.

Steps to Reproduce:
1. Find a village with a compost and a farmer villager assigned to it.
2. When the farmer villager goes to his workstation, he jumps off the compost onto the farmland. 
3. However, the crop stays in the dirt block, which is kind of weird.
