When I break a job block of a villager it sometimes find another block of the same type of job who was taken by another villager, It was occupied but he was able to take it.
Edit: One villager has grown, it is a librarian and it has an non-existant job block

I'm also having these issues on a server I am on and it is really annoying. I'll make a villager a master at their job, then they will randomly unclaim their block while keeping their job, and some other villager will claim the block. This is really annoying because now my master villagers won't replenish their inventories. They also seem to be doing the same thing with beds, I have like 20+ more villagers than I have beds so they just hang out around the town center at night. Maybe server lag is making this issue worse? But it is very crippling for my village
I am also experiencing this issue with a slightly larger sample size.
I have 10 librarians that share a house, all of which are employed by seven job sites (as seen below).
