Lectern not accessible to de-opped users in a spawn protected area

When a lectern is within spawn protection it is not accessible by regular de-opped users. The de-opped user is unable to interact with the lectern meaning both placing and/or reading a book is not possible. I would assume that reading should be possible in this case but perhaps not placing.
