1.14 features not fully operational

All of the new features in 1.14 seem to be not quite functioning on my system.  If I go into creative mode, things like blast furnaces and grinders exist, and I can grab them and place them.  But I can not make anything new via the recipes.  And worse yet - once I place them, they don't actually function.  For example, I can put stuff in a blast furnace to smelt, but nothing happens.  It doesn't matter whether I use the new or old resource pack.
