[MC-150636] Cannot navigate game menus using arrow keys

Issue Description:

Enter and Escape work as they should, delving deeper into and backing out of menus respectively, and Tab/Shift-Tab also function to select menu items, but the arrow keys, which are purported to be able to move through menu items now, do nothing.

Steps To Reproduce:

1: Start Minecraft Java Edition 1.14

2: Attempt to select menu items with arrow keys.

Result:

Menus are not navigable by arrow keys.

Uh, no, I didn't post a feature request; I was under the impression from information from several sources that arrow key navigation of the menu system had been added to the Accessibility features of Minecraft in 1.14. I merely submitted a bug report based on information that I had, as the above feature I was under the impression had been implemented wasn't working.

Then your information from several sources is wrong.

You navigate between different menu elements (those are buttons, sliders, or lists) using Tab and Shift+tab. Inside of those menu elements, you can navigate using the arrow keys.
