Villagers don't pick up bread/food if mobgriefing is set to false

Villagers don't pick up bread/food if mobgriefing is set to false. I tested it on a singleplayer world in survival, and this applies to servers too, but if you have mobgriefing off, you essentially can't breed villagers.
