Baby Animals Able to Jump Onto Carpet on Fenceposts

So I have a few survival worlds with animal farms in them. I have a carpet on top of a fence so I can get out without the animals getting out. But, when I updated my worlds baby animals were able to hop the fences where I put the carpet.
