Swimming straight down causes player to clip into block

When a player starts to swim straight down they will clip into the bottom block

How to Reproduce

1. Dig 2 holes next to each other one 2 blocks deep the other 16 blocks deep fill both with water

2. Start swimming and get stuck in the block
