Light Level 0 On Source

What I expected to happen was for the light sources to work properly and everywhere placed emit a correct amount. and Perhaps a few lighting glitches
What actually happened was that the light sources emit lvl 0 light until given a block update. And Also not just visually but it actually spawns mobs. (This is on a server)
