Areas with Light Level 0 in direct sun

Keep having random pockets of areas that are light level 0, in direct sunlight or in caves with torches.

Have to pick up lighting and place it again and lighting updates. Heard lighting was fixed in 1.14 prerelease 1 so loaded it up and withing seconds found this pocket no light.
