I was attacked in daylight, by an Illager patrol of 5, containing a captain with banner, two archers, and I'm not sure what the other two were since I was fighting. They spawned INSIDE the outer property fence, in light of 10-12, with all gates closed and a block gap outside the fence and no overhanging trees. This is the third attack in 24 real hours. The others being outside, and provoked by my entering agg range of a single vindicator. I do not have any villager entities in my house and grounds. I am unhappy. If I want to sneak around in fear and die, I can play ESO. I play Minecraft to mine and craft, not be attacked on my own property. I have no pictures, I was a bit busy, trying to get rid of them

If you'd looked under environment, you'd have seen I'm playing on someone's realm. Ergo. I cannot change settings. The owner assures me the settings are unchanged from pre-1.14.1, and there is nothing in the notes about Illagers to suggest that they attack anything other than villages, albeit you would expect a response if you ganked one during a raid on a village. There is nothing to suggest that they should spawn on PC property, inside a fence perimeter, at all. let alone a properly lit block, I did not have Bad Omen on my character, either, so this was an unprovoked attack on a PC, out of the context of a village encounter. If this is a thing, it should be in the notes, as an Illager/Pillager behaviour, and it is not. I reread the notes before posting.
This is intended behavior, or at the very least not unintended behavior. Illager patrols spawn within 200 blocks of a recognized village so long as the biome type, sky visibility, block type, and light level meet spawn conditions. The game has no built-in notion of "player property" so if a player's builds are within that range of a village areas meeting those conditions, Illager patrols can and will spawn within it.
Illagers are also innately hostile mobs and will attack the player on sight if within range. Being part of a patrol may change their movement AI, but it does not affect this hostility.
[edit] According to others on this jira, apparently illager patrols are unrelated to village proximity and will simply spawn where the conditions are valid. Apparently, this is developer intended, though I have yet to find where an actual developer says this.
