When I ignite TNT it should drop all the blocks it explodes. But when I do it, nothing drops, it just creates a big hole without dropping anything. To reproduce, simply create a world in 1.13, upgrade it to 1.14, and ignite TNT (I'm not sure if it has to be a super flat Redstone ready world or what) and nothing will drop. I tested it in a new 1.14 world so it's not my copy of Minecraft or anything.
