No way to make § sign on Windows 10

When I'm pressing left alt and numbers on numeric keyboard, all of them are working, however when I press alt+21 then nothing happens, when § should happen.
There is also other way to make that sign that involves right alt and some four numbers on numeric keyboard, however it also isn't working.
