Snow men not Creating Snow

Do you have mobGriefing set to true?

I had this issue also, but instead my snow golem I have here is confined, if I make a roaming golden it will put snow layers down more than it does not.

As already requested, check what the mobGriefing gamerule is set to.

Snow golems don't produce snow in plains biomes, I've seen like three bug reports like this
