Chunks with buried treasure doesn't generate caves.

I noticed that the caves generate differently in 1.14 vs 1.13. I ran into an unusual formation while caving, I thought it was some error at first. I later regenerated the world in 1.12, 1.13 and 1.14 to check for this. To my surprise, this cave does not even generate in earlier versions of the game and in 1.14 the anomaly remains after a few times regenerating the world.

I ran into this while caving in another location and noticed that if the chunk has buried treasure, it will not generate caves below.
