sugar cane wont update properly if water is slowly drained

I removed the water at the top and the sugar cane wouldn't break until I updated the block

steps to rectreate build  a water source up in the air

then have dirt beside the downward sorce

remove the source block 

after the water goes past the dirt the sugar cane should break

but it wont until you update the block
