[MC-152512] Fishing isn't working in ANY of my worlds

I'll go to a average lake or pond in the game with the intention of getting some fish, so, like any other person I throw the fishing bobber out. I'll sit and sit, and nothing happens. No bubbles, no splashing, nothing. I sat for a whole two minute waiting for something to bite. I got nothing. Is this common?

Fishing is working as expected for me in 1.14.2 Pre-2 server. Splashes, bobbing, bubbles are all there.

Fishing works perfectly for me, make sure particles are enabled in your settings
