[MC-152934] Water and lava disappear when dispensed through a dispenser at build limit

The bug

If a dispenser located at y=255 (build limit) dispenses lava/water upwards, the lava/water will immediately disappear. This only leaves the bucket said lava/water was in.

You can't place water by hand at build limit too. Neither lava. If you place it, you will lose the water or lava.

tryed it on 1.16

and its at 256

In 1.16-rc1 it now drops the water/lava bucket item at that height when it cannot place the water/lava
