Can't enchant a fishing rod in 1.14.1

While playing on a Minecraft 1.14.1 vanilla server, I ran into an issue where I can't enchant my fishing rod. It isn't disabled or anything because I own the server. An enchantment did pop up once, but it wasn't ideal so I enchanted a book and put my fishing rod back in and I still can't.

I tried:

Waiting,

Relogging, and

Restarting my PC

Nothing seems to be working though, I did try it in previous versions where it has worked as expected.
