The pillagers associated with raids do not spawn.
Back in 1.14, before 1.14.1 released, raids worked relatively smoothly in my village. It's the only one for several hundred blocks, so I'm even more concerned about fixing this. When 1.14.1 came out, I converted my world with no evident errors and tried to start a smaller raid after the completion of my first, expecting the same thing.
When the raid began, the bar would load. However, once the bar was complete, there was no battle horn signalling the direction. After several minutes of looking, I went into spectator to try to discover the pillagers. I returned to survival, and tried unloading the chunks. This didn't work. I then waited for the raid to despawn, then began lighting all possible caves to reduce the mob count, in case that had some reason behind it.
Just recently, on my second try to start a raid, the horn blasted, but again there were no pillagers. I knew where some groups were, as there were a couple between the village and my base that I had avoided, so I went and killed them before clearing the effect, to see if they had their own individual mob count. When I returned, the pillagers still would not spawn.
I'm concerned this is a bug having to do with updates and my world no longer registers the village fully as the village entity, even though the raid will begin. I'm really hoping this can be fixed before I have to find a new village.
Steps to Reproduce:
1. Begin a new world.
2. Obtain the Bad Omen effect.
3. Enter a village and wait for the raid bar to load. (if it works fine with a newly generated 1.14.1 world, try converting a 1.14 world into 1.14.1)
3. You may or may not hear a blast from the horn.
4. Wait until the pillagers are spotted. If they are not within 2 minutes (the time I waited), you may explore with spectator mode in all caves.

I am currently having this very issue in 1.15.2.
I have a camp setup near an outpost, farm Bad Omen there, travel back to village via a Nether-Portal setup at Bedrock near my village. Take a water-elevator to the surface, enter village-proper and get Raid-bar. However, no horn sounds, and I cannot see any raiders spawning with an x-ray mod applied. Villagers all panic as they should and ring the bell repeatedly, but no raiders ever spawn. Then the Raid times out after several minutes, without any raiders appearing. Have run two Raids, logged-out & back in during the Raid, nothing seems to trigger the spawning of the raiders.
Please check if that's still an issue in 1.14.2.
