Creepers still destroy items

From what I've found, Creepers still act the same as they did pre-1.14. Creepers destroy like 80% of the blocks they blow up, and items instantly get destroyed, even though they aren't supposed to? This was a huge feature of the update, and it needs to be fixed. I've already lost a few torches, some coal, and a diamond pickaxe.
