[MC-153287] Identical T-flip flop's work differently depending on placement

I built three identical circuits within the same chunk.

I did not attempt to test all possible orientations. For the attached images, east is on the top

What I expected to happen was...:

Input signal from observer fed via repeater into two droppers facing each other. Droppers are initialized with a single item in dropper on the right. All repeaters are set at the default 1-tick.

After removing red block, the item should be in the dropper on the left which powers the lamp.

What actually happened was...:

Only the circuit on the right works.

I do observe a signal from all the observers but it only triggered the dropper in the right circuit.

Still fails to work on 1.15 pre1. The left droppers do not xfer their item after receiving a redstone signal. Makes no difference with different delays on the repeater next to the observer, I even powered the dropper directly with a lever – still nothing. The dropper fails to respond.

An even more simple setup. Two droppers facing each other. Dropper on the right contained a single item (dirt). Flipping the switch does nothing for the nearer pair of droppers. The further pair of droppers (offset by 3 blocks from the south edge of the chunk) works as expected: the dirt block moved to the left dropper.

Very frustrating for someone trying to learn redstone.
