The Bug:
Non-player entities can interact with blocks within spawn protection.
Steps to Reproduce:
Start a server, join it, give operator permissions to yourself, and switch into creative mode.
Set the world spawn to your current location by using the command provided below.
/setworldspawn ~ ~ ~
Obtain some flint and steel, switch into survival mode, and summon a creeper at your position by using the command provided below.
/summon minecraft:creeper ~ ~ ~ {NoAI:1b}
Remove your operator permissions, and grant anyone else with them in order to activate spawn protection.
Detonate the creeper by using your flint and steel.
Take note as to whether or not non-player entities can interact with blocks within spawn protection.
Observed Behavior:
Non-player entities can interact with blocks within spawn protection.
Expected Behavior:
Non-player entities would not be able to interact with blocks within spawn protection.

I'm pretty sure that the resolution of this ticket should be reconsidered and resolved as "Working As Intended".
This comment by @unknown made on MC-249204 states that:
spawn protection is about player interactions. Sheep can get hungry and eat grass, same sheep can die and spread sculk.
Hmm, are you sure a creeper didn't walk into the area? Or did you see it spawn?
