The lectern in my hand is the only lectern made. It's been in a house where the librarian you see at the beginning took his first job. I traded with this villager, and thus after destroying the lectern, he kept his job. When I replace the lectern, this librarian is not prioritized to fill in the lectern position, leaving me with a librarian that can't restock, and a second librarian that I don't need.
UPDATE: the video in the attachment is the same issue in 1.14.2

I cannot get my fisherman to restock even with all the barrels I placed down.
