Pillagers with the "CanPickUpLoot" tag would rather pick up an ominous banner instead of a crossbow

The bug

Using a command to spawn an pillager (that is unarmed) with the CanPickUpLoot tag will not pick up anything, not even a crossbow. They only pick up ominous banners but will not equip it on their heads, but hold the banner in their mainhand.

Attachments shown here will have red highlight in chat and shows the pillager's data using the /data get command.

How to reproduce

1. Run

   /summon pillager ~ ~ ~ {NoAI:1,CanPickUpLoot:1b}

2. Drop a crossbow and any armor
   → ❌ The pillager will not pick it up
