Arrow shot by skeleton still hurts if you stand on it and destroy the block underneath you.

I was playing my game and a skeleton shot me. I killed me and an arrow was on the ground. I stood on the block underneath me that had an arrow on it. It set my OCD off and I had stone in my hotbar and I destroyed it hoping to replace it with another stone block and it hurt me the same as an a full-powered arrow. Can you fix this please?
