The bug
If a player of level 30 enchants an item by 30 levels, the experience used in enchanting decreases from 30 to 27 levels, not 0.

In survival mode get level 30
Enchant an item by 30 levels

This is not a bug. Enchanting was changed a few years ago in release 1.8. Working as intented.
