Wither Skeletons not dropping their skulls

I've been killing myself wither skeletons in my farm with my looting 3 sword for about 30 minutes and no wither skeleton skull dropped, it might be really bad luck but I usually get around 9-12 wither skulls/hour so it doesn't make much sense to me.
