[MC-154066] Thorns enchantment being impossible to get

I've noticed for the past versions that the thorns enchantment has been really rare, even rarer than mending. Not really sure if it was removed from enchanting table.

Again, not really sure if this is a bug, I've completely forgot the enchant even exists since I rarely see it.

Cannot reproduce, I got the thorns enchantment multiple times while enchanting a chestful of diamond chestplates. Note that thorns is exclusive to chestplates and cannot be put on any other type of armor.
