[MC-154528] Item Frames Disappearing

When updating a world from 1.14.2 to 1.14.3 pre 3, item frames will disappear from any surface they are placed on, not just being invisible. In the picture, I had my item frames on the upside-down stairs

I can confirm this bug by loading a 1.14.3 pre 2 world in minecraft 1.14.3 pre 3.

Also I can reproduce it by creating a new 1.14.3 pre 2 world and placing item frame. When you load it 1.14.3 pre 3 ,there is no item frame. Reloading it in pre 2 does not bring item frames back.

There is something broken with item frames in this version..

If I try to place an item frame in 1.14.3 pre 3, the game even crashes with get following NullPointerException:
