Lighting is still broken in 1.14.3 pre-4

Lighting still has not been fixed in 1.14.3 pre-4.

I don't know if it's passing trough blocks or what it is. All I know for sure is that a giant square of blocks in the sky still doesn't kill the light level from the sun in my witch farm area.

Or maybe it is fixed and you guys need to make it so all the block light level updates...
Please just fix this.
